Roux was born in Camaret-sur-Mer, Brittany. He studied law in Paris, but soon abandoned it for a literary career. In 1885, he published his first collection of poems, Le Cantique de l'Ame (The Song of the Soul). This was followed by a series of other collections, including Les Reposoirs de la Procession (The Repositories of the Procession) in 1893, La Dame à la Faulx (The Lady with the Scythe) in 1898, and Le Fil de Pénélope (The Thread of Penelope) in 1903.

Roux's poetry is often characterized by its use of allegory and myth. He frequently employs the sea as a symbol of the unconscious, and his poems are often populated by mythical creatures and figures. His work is also known for its use of language, which is often rich and evocative.

Roux was a prolific writer, and his work includes novels, plays, and essays. He also founded the literary review La Phalange in 1895. Roux's work has been translated into many languages, and he is considered one of the most important figures in French Symbolism.
